I quite appreciate what you say about the record of unanimity which the Imperial Shipping Committee has so long maintained. I should certainly be most unwilling to set a new precedent or to break away from so
respectable a tradition. On re-reading the draft letter which the Committee propose to cend to the Colonial Office, snu discussing it further with our Eastern Department, I do not think that there is
