I have recently returned from leave and have now had an opportunity of studying the correspondence that passed during my absence on the subject of Hong Kong Harbour. The last letter in the series is youre

to Bottomley of the 9th September.

I quite appreciate what you say about the record of unanimity which the Imperial Shipping Committee has so long maintained. I should certainly be most unwilling to set a new precedent or to break away from so

respectable a tradition. On re-reading the draft letter which the Committee propose to cend to the Colonial Office, snu discussing it further with our Eastern Department, I do not think that there is
